Since 2005, when the 1st CREAD Andes Congress and the 1st Virtual Educa Summit Ecuador were held, the topic of quality and accreditation in Distance Higher Education in Latin-America and the world has become more and more important. All of this is joined with the challenges of the Web 2.0 tools for education and knowledge management, which are considered strategic aspects for cooperation and educational convergence, particularly in the creation of the European Union- Latin America Space for Higher Education. In this third meeting, the situation and progress achieved in the construction process of quality in Distance Education worldwide will be analyzed. The impact and challenges of the fast development of Web 2.0 on this study system and knowledge management will also be addressed. 

Additionally, significant experiences will be shared by experts, representatives of associations, networks and Higher Education Institutions not only from Latin America, the Caribbean and Europe, which are the most known, but also from Asia and Africa. This situation fosters and expands cooperative activities.
